One Dorchester resident has had it up to here with the bagpiper practicing in Adams King Playground in the early evening. So much so that they filed a 311 report to complain. But the city defended the bagpiper, stating that “permits are not required for street performers and musicians as long as no laws are being broken. Noise ordinance is not affected at this time of day.”
