From the state police report:
Evidence collected during the investigation indicates that the two suspects were in a vehicle late Friday night and met the 18-year-old victim on Gallivan Boulevard in Dorchester. The investigation indicates the supposed purpose of the meeting was to purchase a smart phone from the victim.
During the interaction between the two men in the car and the victim, who was on foot, the suspects hooked the victim’s arm in the car by closing the car window on the arm, and then drove off at a high rate of speed, dragging the victim alongside the moving car for several city blocks.
