At about 11:05 PM on Saturday, April 24, 2022, Officers assigned to District B-3 (Dorchester/Mattapan) units responded to 35 Dunlap Street for a report of a loud party and as a result of an on-scene investigation, made an onsite firearm arrest of Phillip Blain, 18, of Boston, and an arrest of a 17-year-old juvenile Male of Weymouth.

At approximately 9:30 PM, Officers responded to the area of 58 Wheatland Avenue on a report of a fight, with a possible person pepper-sprayed. Upon arrival, officers could not locate any fight but observed a large party with approximately 100 guests and a DJ at 35 Dunlap Street. Officers spoke with the homeowner and requested that the DJ turn the music down, to which they eventually complied. Approximately an hour later, Officers received a call for a loud party at 35 Dunlap Street. Officers requested that the DJ stop playing music, and the party began to shut down.

As Officers monitored the large crowd leaving the party, Officers’ attention was drawn to a male, later identified as Philip Blain. Due to several on-scene observations, Officers believed that Blain was in possession of a firearm.

Officers approached Blain, who was now seated inside a parked motor vehicle, and observed a prominent bulge under the floor mat at Blain’s feet. Officer removed Blain from the motor vehicle, and under the floormat, officers recovered a loaded firearm. Officers then removed the driver of the vehicle, a 17-year-old juvenile, and recovered another loaded firearm.

The firearm recovered from under Blain was a semi-automatic 9mm firearm with a magazine capable of holding thirty (30) cartridges. The firearm was loaded with eleven (11) 9mm cartridges and one cartridge in the chamber.

The firearm recovered from the juvenile male was a Jimenez Arms .380 firearm, loaded with five (5) rounds in the magazine and one (1) round in the chamber.

Blain is to be charged with Unlawful possession of a firearm, possession of a large capacity feeding device, Carrying a Loaded Firearm, possession of a firearm with a defaced serial number, and possession of a Large Capacity Firearm on a Public Way.

The juvenile male is to be charged with Unlawful Possession of a Firearm, Unlawful Possession of Ammunition, Carrying a Loaded Firearm, and possession of a firearm with a defaced serial number.

Blain is to be arraigned in Dorchester District Court, and the juvenile male is to be arraigned in Dorchester District Juvenile Court.
